For all Pre-A thru 356C, this high strength bolt anchors the top of the front shock absorber. It's a special Porsche bolt -- it's not a VW part. Finish is black oxide. Two required per car.

Note, this locking plate is also a spacer and must be present for proper mounting of the shock.
